Since the change of the American State and of federal government that took place after the American Civil War started, it is apparent that the position of POTUS needs to be bifurcated into two positions. One position should be the presiding head of all bureaucratic agencies, exclusive of law enforcement agencies (Department Of Justice and Federal Bureau Of Investigation) and also exclusive of both the Departments Of State and Defense.
This position should be the Head Of Government and should be titled Head Of Government-President Of The United States (HOG-POTUS) or President Of The United States-Homeland (POTUS-HL). This position holder should be chosen by electorate chosen electors from each state.
The other bifurcated position from the present POTUS office should the position who presides over the military and represents the nation in all international matters. This office holder should also preside over the Departments of both State and Defense.
This position should be the Head Of State and should be titled Commander In-Chief Of The Armed Forces and Head Of State-President Of The United States (HOS-POTUS) or President Of The United States-International (POTUS-INTL). This position holder should be chosen by governors from each state. The HOG-POTUS (Head Of Government-President), aka President Of The United States-Homeland (POTUS-HL), nominates five candidates for each state governor to choose for the office of HOS-POTUS (POTUS-INTL).
The candidate who receives the most votes from ballots cast by all the state governors becomes the Commander In-Chief of the Armed Forces and HOS-POTUS (POTUS-INTL) for the same term as HOG-POTUS (POTUS-HL).
The Founding Fathers wrote the U.S. Constitution to govern the original nation. That nation changed into a new nation during the American Civil War. In the original nation, the federal government was not the sovereign governmental authority and the Americam People were not U.S. citizens. That changed as a consequence of the Civil War.
