Population-Based Democracy Vs. Area-Based Democracy-(Part Eight) Session Two- Elections Of The House Of Representatives

In the Area-Based US Senate races, the US Senatorial candidate who receives the highest number of popular votes in a state senate district wins that state senate district and then receives its one electoral vote. The US Senatorial candidate who receives the highest number of electoral votes throughout the state becomes the U.S. Senator-elect or remains as U.S. Senator. 

In the Population-Based House Of Representatives races, an electoral vote is not assigned to a state senate district. Instead an electoral vote is assigned to each voting precinct.

The recipient of the highest number of popular votes in a precinct is declared the winner of that precinct and then receives its one electoral vote. The House Of Representative candidate who receives the highest number of electoral votes throughout the entire federal congressional district wins that seat. That candidate either becomes or remains the federal representative of the U.S. House. 

If more than one candidate has the highest number of electoral votes, the tying candidate who received the highest number of popular votes in that federal congressional district is then declared the winner of that contest.

It is vital that the elections of US House Of Representatives should be less directly democratic than it is now. However it must be more directly democratic than the elections of the US Senate. 



Cliff Notes Version: In the US Senate race, the candidate who receives the most popular votes in a state senate district receives an electoral vote. The candidate who receives the most electoral votes throughout the entire state wins the election.

In the US House of Representative race, the candidate who wins the most popular votes in a precinct receives an electoral vote. The candidate who receives the most electoral votes throughout the entire congressional district wins the election. 

The elections of US House Of Representatives should be less directly democratic than it is now. However it must be more directly democratic than the elections of the US Senate.
