Dividing the Role Of Legislator-(Referendums) Session Ten

A state referendum proposer should not be allowed to propose more than two referendums per year. They should be required to propose at least one. 

However, any proposal on their part has to be earlier signed by registered voters of each state senate district who comprise one percent of its population, rounded up the nearest thousand. 

The reason why the requirement of percentage of registered voters, who sign the proposed referendum that will be later voted on, is less for state than local referendums is simple. Local referendums have a closer impact to the People and individual(s) than state referendums. State referendums deal more with the affairs of the "State". 



Cliff Notes Version: A state referendum proposer has to propose one to two referendums per year.
Registered voters who comprise 1% of the specific state senate district's population have to sign the referendum for voter approval at election time.
