Commentary On Elections-Part Thirty-Nine
The number of state senate districts, just like state delegate/assemblymen districts, in each state is too low. This results in Imperial Democratic Mode and thereby causes tyranny.
Each locality(city or county) should be a state senate district. The following should apply.
2. Localities (state senate districts) who have between 50,000 and 60,000 in population may be allowed to send two members to the state senate at the legislative discretion of the state delegate/assembly district at the time the official census is declared. In other words, the state lower legislative house has to decide if a locality (state senate districts) can send one or two state senators at the time the U.S. Census is declared. State delegate/assemblymen who represent districts that either contain or are in these localities (state senate districts) must abstain from this voting process.
3. Localities (state senate districts) who have between 60,000 and 500,000 in population, according to the official census, will send two state senators to the state senate.
4. Localities (state senate districts) who have between 500,000 and 550,000 in population may be allowed to send three members to the state senate at the legislative discretion of the state delegate/assembly district at the time the official census is declared. In other words the state legislative lower house has to decide if a locality (state senate district) can send two or three state senators at the time the U.S. Census.
5. Localities (state senate district) who have more than 550,000 in population, according to the official census, should send three state senators to the state senate.
The localities (state senate districts) who have two or more members of the state senate must have each member be elected by distinct separate parts of that state senate district. Having each state senator be elected by the entire locality (state senate district) promotes imperial democracy, lack of checks and balances, and tyranny.
The essence of the preceding must be incorporated as federal law so that the basic ideals of representative governance will be observed.
