Commentary On Elections-Part Forty
State delegate/assembly seats should be chosen by popular votes through the process of electoral votes. The candidate who wins the highest number of popular votes in that precinct receives one electoral vote. After that the candidate who wins the majority of these electoral votes in the state delegate district becomes its delegate/assemblyperson.
Commentary On Elections-Part Forty-One
State senate district seats should not be chosen by popular votes through the process of electoral votes. Since the state delegate district seats are chosen by the electorate and their votes are counted electorally, state senate district officeholders must be chosen by the local legislature.
The state delegate district position is based on the model of population-mode. In lieu of this, the state senate district position should be based on the model of area-mode. Otherwise the state senate becomes an extension of the state house of delegates/assembly.
