The winner of the most precincts throughout the congressional district should be declared the winner of the election. A precinct should be won by the candidate who receives the most popular votes in that precinct.
If there is a tie, then the tying candidate who receives the highest number of popular votes in that congressional district should be declared the winner.
No candidate needs to win majority of precincts in a congressional district in order to win the election for this office. No candidate also needs to win the majority of votes in a precinct in order to obtain the electoral vote that has been allocated to a precinct. The reasoning for this is this position is legislative and not administrative. Any position closer to the People requires less of a mandate than an executive position. The people who make law have to be more directly connected to the People. The people who execute and administer the law have to instead be more insulated from the People.
