In Representative Governance, unless something tangibly jeopardizes national security interests, everything must be made public record. In addition nothing should be done "along political party lines".

Yet in the choosing of officers in the bicameral legislature in federal and state governments, secret balloting is used to choose such officers and their choosing is done "along political lines". These officers are either chief spokespersons (proposers) or chief solicitors (promoters) for their respective parties.

Because political parties are a private entity, the current system allows private control of governance. Since members of only two political parties' caucuses are allowed to choose these officers, this drowns all "voices" and choices of third and minor parties as well as Independents. The current system furthermore cements the two-party dictatorship, stranglehold, and its tyranny through this practice in addition to many other measures.
