Choosing Of The Acting Vice-President- (President Of The US Senate)
According to current federal law, The Acting President has to choose an Acting Vice-President within a prompt period of time. This law should change as the Presidency and Vice-Presidency is far more powerful, more political, and more federal than it was when the U.S. Constitution was written.
Therefore the President pro tempore of the U.S. Senate should start serving as Acting Vice-President if the Vice-Presidency is vacant. The members of the U.S. Senate via majority vote must then choose an individual who is not a participant or member of any government branch to serve as the new President pro tempore.
If the ACTING VPOTUS is ever required to start acting as President, then the current President pro tempore should be chosen to act as Vice-President. The members of the U.S. Senate via majority vote should then choose an individual who is not a participant or member of any government branch to serve as the next President pro tempore.
Once any term by the Acting Vice-President has started, if the Acting Vice-President (Acting President Of The Senate) can no longer continue in that capacity for any reason, then this chosen individual who is presently serving as President pro tempore of the U.S. Senate should then replace this vacating officeholder and act as Vice-President Of the United States.
If both the POTUS and VPOTUS are simultaneously unable to perform their duties, the Speaker Of The House of Representatives should act as the new POTUS and in addition the President Pro Tempore of the U.S. Senate should act as the new VPOTUS.
Cliff Notes Version: If the Vice-President Of The United States is unable to conduct his/her official duties, then the President pro tempore of the U.S. Senate immediately should act as Vice-President Of The United States for the entire current term.
If both POTUS and VPOTUS are at the same time unable to perform their duties, then the Speaker of the House of Representatives should start to act as President. Additionally, the current President pro tempore of the U.S. Senate should start to act as VPOTUS.
The newly chosen individual who is currently as President pro tempore of the U.S. Senate should become the next Acting Vice-President if at a later time the current Acting Vice-President is no longer able to occupy the office of VPOTUS.
