The Choosing Of The Local Legislature-
Because local government is subordinate to state and federal government, they are not nearly as powerful and their ordinances do not have the same magnitude. America is a "Top-Down Society".
Therefore, it is important that minimal filters, if any, are used in these elections. The electorate must publicly choose local legislators by direct popular vote only because they are most closely connected to the People.
All local legislators must represent each ward/district in a locality (city or county).

Notes Version: Local governments in the U.S.A. have the least amount of
governmental sovereignty and authority. Therefore, they must be closest
to the People. Minimal filters are needed in the election process as
direct popular vote should be mainly used in choosing lawmakers of local government.
