Public Power Broker Tyranny-
The members of the state or federal legislative house, once in receipt of this list of nominated candidates from the other state or federal legislative house, are grouped in one of the four regions. The majority of these members per region, either outright or through single transferable voting (ranked choice voting), then provides its selection of one chief legislation proposer, of three assistant legislation proposers, and of two chief legislation promoters.
The candidate for Chief Legislation Proposer who was selected by the most regions becomes the chosen Chief Legislation Proposer. If no candidate for this position gets the most regional selections, then the candidate with votes from the highest number of either the other federal or state legislative house members in all four regions becomes the chosen Chief Legislation Proposer. A separate voting session is needed for the preceding activity to occur. If a tie still persists, the candidate from the region with the highest population becomes the chosen Chief Legislation Proposer.
The three candidates for Assistant Legislation Proposers who were each selected by the most regions in descending order become the three Assistant Legislation Proposers. If no candidate for these three positions gets the 2nd most or the 3rd most regional selections, then the candidate from the region with the 1st highest, the 2nd highest number or the 3rd highest number of legislative house members becomes each of the chosen three Assistant Legislation Proposers.
If any tie still persists then the candidate from the region, that tied with candidate(s) from the other region(s), which has the highest population, becomes one of the three chosen Assistant Legislative Proposers.
