The Choosing Of The Vice-Governor Electors (President of the State Senate):

A candidate for vice-gubernatorial elector should be required to have a permanent home address in the region (state senate district) in which they are contesting. That candidate, as should be the case for all candidates for office, is not allowed to be a participant in any branch of government. They also should have to meet all Constitutional requirements (state and federal).

That candidate for vice-gubernatorial elector is prohibited from having direct connection (financially, politically, or familial) with any vice-gubernatorial candidate. Registered citizen voters in each precinct belonging to a state senate district should publicly cast their ballots for the vice-gubernatorial elector candidate. The candidate for this elector position who receives the highest number of popular votes in a precinct wins that precinct. The candidate for vice-gubernatorial elector who wins the highest number of precincts in a state senate district wins the vice-gubernatorial elector race for that state senate district.

If there is a tie in the number of precincts won by candidates in a state senate district, then the candidate who won the highest number of popular votes in that state senate district wins that vice-governor elector position.
