Different Modes Of Elections Are Necessary
The most fundamental reason why there should be different modes of elections is those offices who are more involved in making the law should be chosen more directly by the People and those who are less involved in making the law should be chosen less directly by the People.
For example, the electors who choose the heads of the executive branches(state and federal, governor and President) have to be less directly connected to the People. Those electors should be chosen on an area-based election basis.
The electors who choose the assistants of the heads of the executive branch(state and federal, lieutenant governor and Vice-President) have to be more directly connected with the People. After all, they are choosing the presidents of the senate(a lawmaking body) on the state and federal levels respectively. They have greater involvement with the lawmaking process. These electors should be chosen more on a population-based election basis.

Notes Version: Different mode of elections for officeholders. The
closer an officeholder is in legislating the law, the more directly
chosen that officeholder should be by the registered voters.
The
closer an officeholder is administrating the law, the less directly
chosen that officeholder should be by the registered voters.
