HEALTHCARE PROVISIONS AND PUBLIC HEALTH POLICY IN DIFFERENT DEMOCRATIC REPUBLIC GOVERNMENT MODES- PART ONE 


Imperial Democratic Republic Mode- Healthcare is totally private. It is controlled by individuals, corporations, and NGOs/NPOs. The public health policy for emergencies is implemented by corporations to a large extent.

Direct Democratic Republic Mode- Healthcare is totally public. Individual(s) may have certain privileges such as limited choice of healthcare provider but all healthcare activities are in the public domain. While no individual would never be subject to medical harm, such as but certainly not limited to violations of privacy, the government authority would be the sovereign in all healthcare matters. In other words, the specific government authority would define the specific and actual needs of the patient and not the patient.

For example, if an individual's house catches on fire, the fire department, which is the appropriate government authority, would be responsible in putting out the fire. However, the fire department would do so on their own terms and not on the terms of the individual house owner.

In regards to public health policies for public emergencies, government would have a pro-active, extensive, exclusive and well-defined role. Career government bureaucrats would totally implement these policies.
