Vice Head Of The Federal Executive Branch Must Be Chosen More Directly By The People-
Please read the revised version. I revised it because it was important for the assistant head of the executive branch who has a role in the legislative branch to be chosen more directly by the people than the President. This was also revised because conflicts of interests had to be eliminated if electoral votes failed to decide the vice-presidency.
For example the House Of Representatives would choose the VP, instead of the US Senate choosing the VP, to avoid or at least to minimize a conflict of interest. The House Reps would do that, in case the electoral votes from states did not decide this race, because the VP would become the President Of The US Senate.
There were other revisions as well, such as allowing the President Pro Tempore of the US Senate, instead of the House Speaker, to serve as Acting Vice-President in the event the votes by the majority of members of representatives in the federal lower house and the quorum limit were not achieved.
If no candidate was deemed eligible for President, the Vice-President would fulfill that role and capacity as Acting President.
The Choosing Of The Vice-President-
If a Vice-Presidential candidate receives the majority of all the states' electoral votes, that candidate becomes or remains as the Vice-President. If no VP candidate receives the majority of states' electoral votes, then the majority of all votes cast by Representatives of the U.S. House chooses the Vice-President out of the Top-Two electoral vote recipients.
A quorum of two-thirds of all members of the U.S. House Of Representatives are needed in order for any selection of a Vice-President candidate to be lawfully validated. If this is not achieved or if a majority of House Representatives is unable to choose the Vice-President, then the President Pro Tempore of the U.S. Senate immediately serves as Acting Vice-President.
If the Vice-President or Acting Vice-President is unable to complete the current term, then the President pro tempore of the U.S. Senate will assume the responsibilities of Acting Vice-President.

Notes Version: If the electors fail to choose the Vice-President by
simple majority, the House of Representatives will then be given the
chance to do so by simple majority. They choose out of the Top Two
electoral vote recipients.
If
they are unable to do so because the quorum limits and/or the majority
limit are not reached, then the President pro tempore of the U.S. Senate
acts as Vice-President. If this Acting Vice-President cannot complete
the term, then the U.S. Senate will choose its new President pro tempore
to complete the term as Acting Vice-President.
