Vice Head Of The State Executive Branch Must Be Chosen More Directly By The People

Please read the revised version. I revised it because it was important for the junior head of the executive branch who has a role in the legislative branch to be chosen more directly by the people than the Governor. This was also revised because conflicts of interests had to be eliminated if elector votes failed to decide the lieutenant governor.

For example, the House Of Delegates/Assembly would choose the Lieutenant Governor instead of the State Senate to avoid minimize a conflict of interest. The House Delegates/Assemblypeople would do that, in case the elector votes did not decide this race, because the Lieutenant Governor would become the President Of The State Senate.

There were other revisions as well, such as allowing the Governor Pro Tempore of the State Senate to serve as Acting Lieutenant Governor in case no candidate for lieutenant governor won that office via election. It is therefore important that the member of the house of the legislative branch, the house which does not vote for the Lieutenant Governor, serve as Lieutenant Governor in this scenario.

The Choosing Of The Lieutenant Governor:

The race for Lieutenant Governor is supposed to be separate from the race for Governor. In most states, it already is separate. For Representative Democracy to function, Separation Of Powers is a absolute must. Otherwise, how will Checks and Balances exist if there was an amalgamation(combination) of responsibilities on one ticket?

After all, the Governor and Lieutenant Governor have two distinctively different set of responsibilities. For them to run on the same ticket only promotes same-hands governance. It centralizes the authority excessively. 

There should be a separate list of candidates for Lieutenant Governor electors. Each Lieutenant Governor Elector candidate should be chosen in a different manner as the Elector candidate for Governor. The Electors for Lieutenant Governor(elected by citizens who cast public ballots in each locality per State Senate District. Each locality would be assigned electoral votes in relations to their population. The Electoral candidate who receives the highest number of electoral votes in a State Senate District wins their race in that State Senate District) should select the Lieutenant Governor in the same manner their counterparts do for Governor. 

If a Lieutenant Governor candidate receives the majority of all the votes by the electors, that candidate becomes or remains as the Lieutenant Governor. If no Lieutenant Governor candidate receives the majority of elector votes, then the majority of all state delegates/assemblypeople chooses the Lieutenant Governor out of the Top-Two elector vote recipients.

A quorum of two-thirds of all members of the State Delegates/Assembly is needed in order for any selection of a Lieutenant Governor candidate to be lawfully validated. 

If this is not achieved or if a majority of the whole number of state delegates/assemblypeople is unable to choose the Lieutenant Governor, then the Governor pro tempore of the State Senate immediately serves as Acting Lieutenant Governor for the entire current term. 

If the Governor pro tempore of the State Senate is unable to start that term as Acting Lieutenant Governor because the Governor pro tempore of the state senate has instead started to act as Governor, then the Assistant Speaker of House of Delegates/Assemblymen will start to serve as Acting Lieutenant Governor. 

If the Assistant House Speaker is unable or unwilling to start or complete that term as Acting Lieutenant Governor, the Governor pro tempore of the state senate will assume that specific position.

Once any term by an Acting Lieutenant Governor has been started but not completed, then the newly selected Governor pro tempore of the state senate will become the Acting Lieutenant Governor. 

Cliff Notes Version: If the electors cannot choose the Lieutenant Governor, the House of Delegates/Assemblypeople will. If they are not successful, the Governor pro tempore of the state senate will act as Lieutenant Governor.
