Commentary On Elections-Part Fifty-Nine

For congressional and state delegate districts elections, electoral votes should be assigned based on population of its localities. Elections for congressional and state delegate districts should be based on population-mode and not based on land-mode. The selection of the federal and state legislative upper house members should be by state and local governments respectively.

This means since the choosing of these upper house members should be by a democratic process which is "Insulated From The People", the choosing of federal and state lower house members should be by a democratic process which is "Closer To The People".

Even though the 1789 American Constitution called for the state legislatures to choose the members of the U.S. Senate, that measure was not really in sound compliance with the ideals of representative governance. Due to the fact state lawmakers are only supposed to make law and not have any active powers, these officeholders should not be permitted to choose anyone to perform a role in governance.
State lawmakers can play a role in the choosing of U.S. Senators, please read the following.
The vice-governor fields a list of five candidates for the governor to choose. The governor nominates a candidate from that list and refers his/her nomination to both houses of the state legislature for confirmation. Each state legislative house must provide at least 50% approval with a quorum of two-thirds before a candidate for U.S. Senator is confirmed.
State governments should do the choosing of federal upper house lawmakers. This involves the state head executives as well as the state legislatures in this process.
