Commentary On Elections-Part Four

For federal elections the minimum age requirement for eligible and registered voters should be 23. For state elections the minimum age requirement for eligible and registered voters should be 21.
For local elections the minimum age requirement for eligible and registered should be 18.
Since USA has Top-Down governance, the voting age requirement should be most restrictive for federal government since they are the most sovereign and they have the most authority of the levels of government. The voting age requirement should be the least restrictive for local offices since they are the least sovereign and they have the least authority of all levels of government.

Commentary On Elections-Part Five
All ballots must be cast publicly. They must not be cast secretly and especially not anonymously. A voter's choice for public official must be publicly displayed for public review.
Proper governance requires sacrifice. It does not tolerate convenience. A quality electorate is the only way to ensure proper governance.
