Government Modes: Infrastructure and Utilities Monopolies

Imperial Democratic Republic Mode- These monopolies (whether there are ports, electricity and landline telephone providers, etc.) are totally privately owned. The property is privately owned and management/services are privately issued. All fees are decided by officers of that private entity on-site at their sole discretion.

In this mode, there are no government unions but there can be highly limited judicial advocate intervention. The bureaucrats, who can be compromised by some governmental same-hands but mainly private influences, determine how most affairs are conducted within the confines of their discrete and loose interpretation of the law. The head executive and his/her office, who can be compromised by some governmental same-hands but mainly private influences, provide final approval.

There are no fees paid by any end user as the high-ranking officials of the state or federal government agency in charge of these monopolies decide, within the confines of the law, who is provided what type and quantity of services.

Representative Democratic Republic Mode- These monopolies (whether there are ports, electricity and landline telephone providers, etc.) are totally publicly owned. The property is publicly owned and management/services are publicly issued.
They generate revenue paid by end users. The on-site officials of each infrastructure and utility entity decide, within the confines of the law, who is provided what type and quantity of services and for what remuneration amount. Any profit achieved has to be re-invested in that specific entity or other infrastructure and utility entities.

In this mode, there are no government unions and there is no judicial advocate intervention. The bureaucrats, who are not compromised by governmental same-hands and/or private influences, determine how all affairs are conducted within the confines of the law. The head executive and his/her office, who are not compromised by governmental same-hands and/or private influences, provide final approval.
