The candidates for the two Chief Legislation Promoters who were selected by the most regions in either the nation or state become the two chosen Chief Legislation Promoters. If no candidate for this position gets the 2nd most regional selections, then the candidate from the region with the 2nd highest number of legislative house members becomes a chosen Chief Legislation Promoter as well. If a tie still persists the candidate from the region with the 2nd highest population becomes the 2nd chosen Chief Legislation Promoter.
