The Filling Of Vacancies In Locality Bureaucracy-
If a vacancy in a "cabinet-type" head position in the locality bureaucracy should occur, then the Head Assistant who was already appointed by the holder of the "cabinet-type" position acts in that head position on a probationary basis. Once the locality legislature convenes and is back in session, they along with the Mayor/County Chairman follow the properly established nomination and confirmation process to fill that actual head position.
If there is a vacancy in any of the inferior offices and departments "non-cabinet", then the Mayor/County Chairman has the responsibility to fill that vacancy when it occurs.

Cliff Notes Version: If there is a vacancy in any of the Heads Of Locality Cabinet Departments, the Assistant Locality Cabinet Department Head becomes the Acting Cabinet Department Head until the next legislative session convenes. At that time the Mayor/County Chairman nominates an eligible candidate to serve as Head of Locality Cabinet Department. With the locality legislature providing confirmation, the nominated individual is appointed to serve as Locality Cabinet Department Head.
For inferior offices "non-cabinet", only the Mayor/County Chairman is needed to appoint and dismiss the heads of these departments. The heads of these locality departments and agencies should have the authority to decide how all its staff will be hired and fired.
