The Vice-Governor accepts applications from all interested,available, and eligible candidates for the State Supreme Court and/or the appellate court(s) which focuses primarily on civil (dispute resolution) or legislative/policy cases. He/she then sends the list of the three top bid recipients to the Governor.
Once the Governor receives the list of the three choices, he/she nominates his/her choice for this position to the State Senate for confirmation.
If the majority of State Senators, provided the necessary quorum limits are met, confirms the Governor's nomination, then that candidate will become the next state supreme court judge and/or state appellate court judge who will preside over the court which primarily focuses on civil (dispute resolution) or legislative/policy cases. If there is a tie in confirmation attempts by the State Senate (the number of supporting members equals the number of both opposing and abstaining members), the Vice-Governor can cast a vote to confirm the Governor's nominee.

Cliff Notes Version: The Vice-Governor sends top three bid recipients to the Governor. The Governor chooses out of the three bid recipients his nominee. The State Senate then provides confirmation.
