If a Locality Police Chief cannot complete that term for any reason (removal, retirement, resignation, or death), then the Head Assistant Locality Police Chief that the Locality Police Chief earlier appointed becomes the Substitute Locality Police Chief for either 90 days or until the next local legislative session, whichever comes first.
After that transition period and if the term of the vacated Locality Police Chief has not expired, the Mayor/County Chairman either nominates that substitute or someone else for the Acting Locality Police Chief position. Once the Acting Locality Police Chief is selected, he or she is to serve the remainder of the term of office last held by the Locality Police Chief. After serving the remainder of such a term, the Acting Locality Police Chief can become the Locality Police Chief provided he/she is nominated by the Vice-Mayor/Vice-County Chairman and confirmed by the Local Legislature.
If the term of the vacated Locality Police Chief comes due before that transition period expires, the Vice-Mayor/Vice-County Chairman nominates a candidate for Locality Police Chief and the Local Legislative body has to confirm that choice via majority approval. If the Local Legislature is tied in its confirmation process, the Mayor/County Chairman provides the tie-breaking vote.
If that specific nominee is not confirmed, then the Vice-Mayor/Vice-County Chairman must continue to nominate other candidates until a that nominee achieves confirmation (majority approval) by the Local Legislature with voting support provided by the Mayor/County Chairman if required.
The Local Legislature and Mayor/County Chairman only participate in the confirmation of Locality Police Chief. Too much political involvement by too many different political entities demonstrates direct democratic mode. The choosing of any acting officeholder must be less political than the choosing of the regular officeholder. An acting officeholder must always be more shielded from populism than the regular officeholder.
Cliff Notes Version: The Head Assistant Locality Police Chief who a Locality Police Chief earlier appointed becomes the Substitute Locality Police Chief for 90 days or until the next Local Legislative session, whichever comes sooner. If the vacated Locality Police Chief's term expires within that transitionary period, the next Locality Police Chief is chosen through the established nomination and confirmation process.
If that term expires after that probationary period, the Vice-Mayor/Vice-County Chairman retains that substitute or he/she selects another eligible individual to serve as Acting Locality Police Chief till the term of the last full-time Locality Police Chief expires.
At the time of nomination and confirmation, after that vacated term of the Locality Police Chief expires, the Acting Locality Police Chief can apply to become the Locality Police Chief. Unlike the actual Locality Police Chief who only is subject to re-confirmation by the Local Legislature, the Acting Locality Police Chief both is subject to nomination by the Mayor/County Chairman and to confirmation by the Local Legislature. If the Acting Police Chief is not required to obtain such nomination, that would demonstrate Imperial Democratic Mode.
The choosing of any acting officeholder has to be more non-political than the choosing of an officeholder. Involvement from too many government bodies means direct democratic mode. This means too much political interference.
