The Choosing Of The Governor Electors:

A candidate for gubernatorial elector should be required to have a permanent home address in the region (state delegate district) in which they are contesting. That candidate, as should be the case for all candidates for office, is not allowed to be a participant in any branch of government. They also should have to meet all Constitutional requirements (state and federal).

That candidate for gubernatorial elector is prohibited from having direct connection (financially, politically, or familial) with any gubernatorial candidate. Registered citizen voters in each locality's ward/district belonging to a state delegate district should publicly cast their ballots for the gubernatorial elector candidate. The candidate for this elector position who receives the highest number of popular votes in a locality's ward/district wins that ward/district. The candidate for gubernatorial elector who wins the highest number of locality's wards/districts in a state delegate district wins the gubernatorial elector race for that state delegate district.

If there is a tie in the number of locality's wards/districts won by candidates in a state delegate district, then the candidate who won the highest number of precincts through popular voting in that state delegate district wins that governor elector position.

If there is a tie in the number of precincts won by two or more candidates, the candidate, out of the pool of tying candidates, who receives the highest number of popular votes in a state delegate district becomes that elector for governor in that state delegate district.

The candidate for gubernatorial elector who receives the highest number of popular votes in a ward/district wins that ward/district. The candidate who wins the highest number of wards/districts in a state delegate district is the gubernatorial elector in that state delegate district.

If there is a tie, then of the candidates who tied, the candidate who won the most precincts via popular vote in that state delegate district is chosen as gubernatorial elector. If there still is a tie, then the winner of the popular vote becomes the gubernatorial elector in that state delegate district.
