The Choosing Of The Local Head Executive-

All localities should have a head executive known as Mayor for cities and as Chairman for counties.
The head executive should be elected but only indirectly. Every ward/district won by the candidate receive all its electoral votes. These electoral votes are based on its population count according to the latest census. The electoral vote count for each ward/district should be one-tenth of one percent of its population rounded up to the nearest whole value.

Since the election is for a local head executive office, which is more closely connected to the People than a state and federal head executive office, an electoral vote majority is not necessary. The candidate who wins the greatest number of electoral votes wins the local head executive office. 


Cliff Notes: For Mayor or County Chairman, they must be elected but only through indirect popular voting. Electoral voting that is population-based must be utilized.
