The Choosing Of Officers In The House Of Delegates/Assembly-
Currently party leaders and whips of many states' House of Delegates/Assembly, also known as floor leaders, are elected by their respective political parties in a closed-door caucus by secret ballot.
This has to change. Political parties are private entities and private influence must not be allowed in governance. The Governor (state head executive) should instead nominate candidates for these positions. The members of the other state legislative house, the state senate, must confirm these nominees by majority vote. Transparency is a must so the entire selection process must be open to the public.
The only two officers who are needed in that lower state house are its Speaker and Assistant Speaker. The Speaker and Assistant Speaker must be limited to his/her specific role only. In other words these state lower house officers cannot also serve as legislators or in any branch of government as participants.
