HEALTHCARE PROVISIONS AND PUBLIC HEALTH POLICY IN DIFFERENT DEMOCRATIC REPUBLIC GOVERNMENT MODES- PART TWO
Representative Democratic Republic Mode- Healthcare is mainly private as it is the first preference for individual(s). However, if individual(s) are unable to access healthcare on their own, then their healthcare needs are to provided by government. What the private sector is unable to do, then the public sector(government) should be able to do at no direct cost to the end user.
Obviously private healthcare would be more preferable to publicly provided healthcare for the following reasons. Individual(s) who receive "free healthcare" funded by government would have certain privileges such as limited choice of healthcare provider. However all healthcare activities would be in the public domain. While no individual would never be subject to medical harm, such as but certainly not limited to violations of privacy, the government authority would be the sovereign in all healthcare matters. In other words, the specific government authority would define the specific and actual needs of the patient and not the patient.
For example, if an individual's house catches on fire, the fire department, which is the appropriate government authority, would be responsible in putting out the fire. However, the fire department would do so on their own terms and not on the terms of the individual house owner.
Non-Government Organizations/Non-Profit Organizations are really hypocritical in their purpose. The people who control these organizations(attorneys and high-ranking executives) have an inordinate amount of control. They run these organizations free from any proper regulatory control than a bureaucratic agency would be subject to. At the same, they do not have to answer to the desires of the marketplace that a free enterprise HC provider would be subject to. In other words, there is nothing to hold these NPO/NGO Elites accountable. Therefore, these "foundations" should be subject to the same tax laws as any other private entity/organization.
In regards to public health policies for public emergencies, government would have a pro-active, extensive, exclusive, and well-defined role. However, unlike the Imperial Democratic Republic Mode, career government bureaucrats would not totally implement these policies. Rather, it would be government bureaucrats appointed and/or approved by elected head executives or their appointees who would be responsible for such implementation.
