All federal and state legislative house officials are supposed to be apolitical. Only in emergency or duress situations are all legislative house members as one unit supposed to vote for such a position.

However these bicameral legislative house officials, unlike the judicial and executive branch, are not supposed to be independent of legislative members of their own house with the exception of the VPOTUS, Vice-Governor, SOTH, and SOTH of state delegates/assembly. Those listed officeholders (VPOTUS,V-GOV, federal and state SOTH) preside over that legislative body and they thus have no active participation. They must make certain that all active participating legislative house officials fulfill their duties properly. That is why they are independent of their house legislative members.
