Representative Democratic Model- Selectable Offices Part Ten "Modes Of Choosing"
The first mode of "Choosing Of People To Serve In Selectable Offices" at the state level should be by Governor nomination and then by state senate (state upper house) confirmation. This applies to judges and to the heads of state cabinet.
Because the Governor could very easily be subject to a probe and investigation by these departments, it is important that both head executives (Governor and Vice-Governor) separately nominate one of the heads of both these law enforcement department for confirmation by a different legislative house. In other words, the Governor nominates the head of the investigative and public safety law enforcement department to be later confirmed by the State Senate while the Vice-Governor nominates the head of the prosecutorial law enforcement cabinet department to be later confirmed by the State House of Delegates/Assemblypeople.
The third mode of "Choosing Of People To Serve In Selectable Offices" at the state level is unilateral Governor appointment and dismissal of the heads only of all other non-Cabinet departments. The preceding practice is the most compliant to the Representative Democratic ideal.
However in the case of Inspector Generals, that should simply not be the case. There must be a fourth mode of "Choosing Of People To Serve In Selectable Offices". Both the Governor, in direct democratic mode, and the agency heads, in Imperial Democratic mode, should not appoint the IG of a specific agency. Neither state legislative house should make such appointment as well.
It must be noted that direct democratic mode and Imperial Democratic mode inevitably breed tyranny. In order to adhere to Representative Democratic norms, the Governor needs to appoint the head of the State Inspector General Agency whose agency solely appoints the IGs for all state government agencies/departments.
The candidates for the head of the State Inspector General Agency should be fielded first by the Vice-Governor, yielding four candidates to be later chosen by the Governor. That chosen head of the State IG Agency should have his/her agency choose all the inspector generals for existing state government agencies/departments. The head of the specific state government agency/department should never be allowed to choose the IG for that specific state government agency/department.
Both the Governor and the head of the main state government IG agency/department whom the Governor chooses should not have to personally report to the federal legislature. Undue Congressional interference is both a violation of the principles of Jacksonian Democracy and of a Representative Republic. The Governor should have the authority to preside over all government agencies/department at his/her discretion to make certain all laws and policies are properly administered. Obviously all activities of all branches of government will always be transparently recorded for all to review with the exception of activities pertaining to vital national security interests.

The Vice-Governor should select candidates for the Governor to choose. The Governor's choice for this position heads an agency which chooses all the IGs for all the state government agencies/departments.
