The Basic Forms Of Tyranny-Part Eight (Power Broker Tyranny-Session Eighteen)

Public Power Broker Tyranny-
Legislative House Proposers and Promoters must be apolitical, thus they should be non-members of the legislative house. However they must still be dependant on legislative house members. That is why these specific officeholders are chosen by these members. With this checks and balances, public power brokering is limited from its current excessive levels.
That is why each of these legislative house officeholders must serve a four year term in both houses of the bicameral legislature. The Chief Legislative Proposers should be chosen when mid-term elections take place. The Assistant Legislative Proposers should be chosen at the time of Presidential elections. Cross-selection must be implemented.
One Legislative Promoter of one legislative house should be chosen during the day(s) Presidential elections are being held. The other Legislative Promoter of that same legislative house should be chosen when mid-term elections occur. The fact that each are chosen in different years will only enhance checks and balances as each are chosen by a different batch of voters. If both Legislative Promoters are chosen by the same batch of voters at the same time, there would be too much commonality between the two officeholders. There needs to be diversity instead. Hence one should be voted in an different cycle than the other.
Each of these legislative house officeholders can serve a second term if chosen in a more stringent manner than last time. None of these legislative house officeholders can serve more than 10 years.
